Without getting into too much detail, I think the best strategy is too just ask that person how you can help them. Each person has many layers of complexity to them, and often times the best starting point is just to get them engaged in a helping relationship. Once you and that person feel they are on the same side, you're in good shape. However, if you alienate that person by guilting them into action by saying things like, "You really need to get moving on this..." you will ruin any chance you have of helping that family member.
